在第五个中国人民警察节之际，市监狱管理局选树表彰了“十佳红烛团队”“十大身边典型”。五角场监狱“春燕”安置帮教实战团队（工作室）荣膺“十佳红烛团队”称号。今天一起走进他们的故事。
五角场监狱是全市罪犯出监教育功能性监狱。“春燕”工作室正是伴随着监狱出监职能应运而生的实战团队。自2021年成立以来，他们在实战中学思践悟习近平法治思想，紧扣高质量发展主题，运用法治思维和法治方式，协调地方妥善安置刑释对象千余人，成功化解各类刑释疑难问题百余起，助力“打造全国一流功能性出监监狱”的目标。

工作室实行“2+8+X”模式，由2名骨干曾阳春、徐燕担当核心成员，团队名称就取自他们的名字，寄托监狱民警对安置帮教工作的良好寓意。同时8个监区的青年民警提供辅助力量，“X”是为工作室提供支持的各类社会帮教资源。团队是科室、监区和社会力量深度合作、融合的共同体。

依托“科室监区一体化”平台，工作室致力于以帮促教、以教促归、精准促防、协力促建,探索完善并深入开展“问、施、察、联”工作法。

监狱为工作室建设提供制度保障，形成明确的责任网络图，工作章程、要求一应俱全，工作流程、责任更加简化明确。

推进更重高效
临释罪犯来自各监区。工作室为监区量身定制综合治理职责，全程参与安置帮教、刑释衔接全过程管理，逐一指导考核监区安置帮教个案的撰写，一体提高监区推进综合治理工作的积极性和成效。

罪犯排摸率100%
近去年一年，工作室对罪犯排摸做到全覆盖不留死角，通过细致摸底，排查解决了罪犯在财产纠纷、家庭矛盾、刑释安置等方面的诉求300多个。

罪犯评估率100％
秉持新时代“枫桥经验”，推进“一对一”评估和“一人一案一策”，成功化解罪犯“释前焦虑症”等心理和思想上的困惑，不放过任何一个刑释疑难问题，不把任何狱内矛盾风险推向社会。

罪犯刑释衔接率100％
更加重视刑释衔接材料规范准确寄送，完善“刑释衔接流程图”，保证一人一信一码，帮助罪犯充满希望地迎接回归那一天。

多元主体参与教育改造
工作室引入社会资源，加强与全市各区司法局和帮教志愿者协会、市新航总站、安徽商会等各层面主体的沟通合作，让多元主体配合民警开展针对性个别访谈、心理咨询、法律援助等。

“枫桥经验”在大墙落地生根
工作室与属地的杨浦区司法局深入合作，建立区人民调解协会驻监工作室，为“枫桥经验”在大墙落地生根打下扎实基础，化解罪犯服刑期间各类诉求矛盾有了更多办法和手段。

施行“门诊式”驻点帮教新形式
工作室与市爱心帮教基金会、新航社区服务总站、浦东中和社区矫正事务所共同签订“爱启新航”“和悦新生”等回归教育品牌，实施“门诊式”驻点帮教新形式，配合监狱开展心理调适团训、职业规划、回归指导等辅导活动，提升罪犯回归适应能力。

这些年，工作室“和悦新生”回归教育项目荣获“守沪明天”上海监狱品牌帮教二等奖。监狱荣获新航社区服务总站“风华二十载 璀璨新航路”最佳合作奖。
